You have the photos you want to use for new icons saved on your device.

Open the Shortcuts app and tap the plus sign in the upper-right corner.

Tap “Add Action”.

In the menu that opens, search for “Open app” and select it when it appears under “Actions”.

Tap the “Choose” tag and select the app you want to create a new icon for.
