Follow these steps to use background blur feature:

Open Google Chrome or any other browser and go to https://meet.google.com/ to join or start a meeting.

When you're in the meeting, tap the three-dot menu in the upper-right corner.

Here you will see a message 'Enable background blur' feature, click on it and you're done.  Or you can directly use the feature clicking on the blur icon in the lower right corner.

If you want to turn off the feature, follow the same steps.  To improve blur effectiveness, sit at an appropriate distance from the camera and also from the background.  Also, keep your camera stable during the call.
