The Control Panel is still there, but it's not very noticeable, and you'll have to access it through Windows 11's Search function or Command Prompt. One of the quickest ways to access the Control Panel is to use Search feature.  To open the control panel using Search feature:

Click the Search icon on the taskbar or press the Windows key.

Type: control in the search box at the top.

Click Control Panel under Best Match.

Even if it's not obvious, the Control Panel is available through the Settings app.  To open the control panel using the Settings app:

Click the Windows icon on the taskbar or press the Windows key to open the Start menu.

Click Settings on the Start menu.

Type: control panel in the Search box on the left.

Click Control Panel when it appears below the Search box.

Microsoft has added a new shortcut called Windows Tools to the Windows 11 Start menu, and the Control Panel is available through that shortcut.  To open Control Panel using Windows Tools:

Open the Start menu and click All apps in the top right corner.

Scroll through the list of applications and click on Windows Tools.

Double-click Control Panel.
