The -a flag attached to open indicates “Application”, which means that you can usually just enter the name of the application without the full path to the folder where it is located. This command is listed second because it may not work for some user situations depending on their bash profile, access permissions, and specifics of the OS X installation, while the first command is pretty much guaranteed to work as it goes straight to the full path.
If the above commands were executed correctly and the Finder still won’t start, you can try running one of the commands again and checking the syntax to make sure everything is correct. If the error persists, the easiest solution may be to reboot the Mac completely to get everything back to working order.
