If you haven’t purchased songs through iTunes, no free ‘songs of the week’ downloads, or are not an iTunes Match customer, the setting is largely irrelevant to you, but to those who have a mix of both locally stored and iTunes purchased numbers it can be problematic due to the mobile usage. When the setting is off, the songs with the cloud icon next to them disappear from the Music app.

Adjusting this per device can be a good idea. I prefer to only display music on my iPhone that is stored on the device so that cellular bandwidth isn’t accidentally used, but on Wi-Fi only devices like an iPad or iPod touch there isn’t much of a reason to turn off the setting.

Note that this setting will not affect iTunes Radio streaming, be it a Wi-Fi or cellular connection, but toggling it will allow the radio button to disappear randomly. This has happened a few times in our experience and although it is an unrelated bug, it is easy to fix and get iTunes Radio back.
