Reached by phone Monday, Mitchell declined to comment on the allegations against him. The judge found Mitchell violated a May 2020 agreement with the state that required him to refund $8,000 owed to a consumer, the attorney general’s office said. The judge also ordered him to pay $3,982 to other affected consumers.
Contractors performing jobs of $4,000 or more must be licensed in North Dakota. The judge determined Mitchell was operating without a contractor’s license and did poor quality work, the attorney general’s office said.
