The US said on Thursday that it would not impose sanctions on limited foreign investment in areas of northern Syria that are not under government control. The US Treasury Department has issued a broad license that allows some economic activity in a variety of areas, including agriculture, construction, finance, and health care. The move had been announced the day before by a US official, who said it was aimed at assisting a territory previously occupied by Islamic State.
