Step 1. First of all boot from Windows 10 DVD.(Before boot your Windows 10 please confirm that UEFI and Secure Boot are disabled.)

Step 2. Now open Command Prompt with the help of Shift + F10 keys.

Step 3. Now Run commands to replace the complete utilman.exe with cmd.exe. Before replacement, make a copy of utilman.exe would let you restore it later.

Step 4. Now remove Windows 10 DVD and restart Windows 10.

Step 5. Once you’re on sign in page then click on Utility Manager icon at the left bottom of interface.

Step 6. If all goes well, now command prompt runs. You can type under commands to create a new user account and add it to Windows 10 local administrator group.

“net user <username> /add

net localgroup administrators <username> /add”
