AirTags differ from other Bluetooth trackers like Tile in that they rely on Apple’s U1 chip to provide full functionality. Functionality is limited on iPhones without the U1 chip and even more limited on non-Apple devices. You need an iPhone, iPad or Mac to set up AirTags as they require the Find My app which is only available for Apple devices.
