You will need the following parts to build your Raspberry Pi Android TV:
Raspberry Pi 4 *
A micro SD card *
Power supply for your Raspberry Pi
A combined remote control (keyboard and mouse will also do)
USB flash drive *
One HDMI cable
As for the required software, be sure to download the following in advance:
LineageOS 17.1 (Android 10) for Raspberry Pi 4
BalenaEtcher SD card recording software
Open GApps Pico Package. Be sure to select ARM → 10.0 → tvstock.
The entire process, as we’ve said, consists of just a few simple steps.
On your Raspberry Pi, install a dedicated Android ROM.

Unzip the zipped file and let’s get things moving. Remember the micro SD card? Well, connect it to your PC (insert it into the PC card reader slot) and run Etcher. Click Select Image which will allow you to browse the unzipped image file of LineageOS / Android OS. You can burn the Android disk image to your micro SD card by clicking Flash. You now have the Android OS running on your Raspberry Pi, but without any Google apps as this is an AOSP version. You need to manually install the applications for which the GApps package was downloaded to your PC. Copy it to your USB and insert it into the Raspberry Pi.
Open the App Drawer on your LineageOS and proceed as such; Device Preferences → About. Scroll down to find the build number and keep clicking repeatedly, which will add the developer options menu to the previous screen.
Exit the About screen and proceed to Developer Options. Proceed as follows from there; Enable root access. When a warning tab appears, click ok.
Enable the terminal app by scrolling down to Local Terminal, which will allow access to the Local Shell. You can now enter commands via the keyboard.
Go back to the App Drawer and reposition the Terminal App. To allow apps to access your device, open it and click Allow.
Enter commands such as:
This is the (superuser) command, a warning box for Privacy Protection will appear. Proceed as follows; Remember my choice → Allow.

This command will start the recovery script. Your Raspberry Pi will now boot into the TWP recovery console. Click Install and select your USB as storage device for this (bottom left corner)
Proceed as follows; select GApps → Install Zip → Reboot after installation → Swipe to confirm flash. Now press Wipe Dalvik and then swipe to confirm.
After clicking the top left icon (it will take you back to the main menu), click Clear and “Swipe to factory reset”. After that, click Reboot → System.
After reboot, you will be able to access the Play Store, but the LineageOS interface will not appear as Android TV. To change it to appear as Android TV, you will need a Launcher.
You can find several launchers on the Play Store. Just search, login and install. Afterwards, install all the apps you want from the Play Store.
If you want to trade in for something more convenient to control your Raspberry Pi Android TV, there are many options available online. Search online for mini keyboards with touchpads for Android TV Box and Raspberry Pi and many will show up up.
